New high-spin state at 3.95 MeV in ${}_{}{}^{19}{}_{}{}^{}\mathrm{O}$

Results of the ${}_{}{}^{13}{}_{}{}^{}\mathrm{C}({}_{}{}^7{}_{}{}^{}\mathrm{Li},p){}_{}{}^{19}{}_{}{}^{}\mathrm{O}$ reaction, at a bombarding energy of 16.0 MeV, suggest the existence of a new state at 3946.8±2.5 keV in ${}_{}{}^{19}{}_{}{}^{}\mathrm{O}$, having $J^{\pi }={\frac{7}{2}}^{-},{\frac{9}{2}}^{\pm },{\frac{11}{2}}^{\pm }, or {\frac{13}{2}}^{+}, \mathrm{with} {\frac{9}{2}}^{-} or {\frac{7}{2}}^{-}$ preferred.
