Abstract
Two-particle gravitational scattering is compared in the Chern-Simons and standard perturbative approaches. In the limit where one particle's energy dominates, the cross sections agree to order ; in general they disagree. This is attributed to the nonexistence of quantum-mechanical fluctuations in the topological theory.
