Abstract
A U(1) Chern-Simons theory interacting with a complex scalar field is quantized in 2+1 dimensions in the broken-symmetry phase. In the limit when the Higgs field becomes very massive the low-lying excitations correspond to a charge-neutral massive boson with canonical statistics. The angular momentum has an anomaly and in the broken-symmetry phase the ground state is not rotational invariant. The angular momentum of excitations relative to that of the ground state is well defined, canonical, and without anomalies.
